Fiscal and Budget council as actor in Public Policy

The diploma thesis deals with the issue of fiscal and budget councils. The aim of the work is the analysis of the Czech Fiscal Council, which was established in 2018 and is a new element in the Czech system of fiscal and budgetary policy. Firstly, basic concepts such as public finance, fiscal and budgetary policy are defined. Subsequently, the sources of inefficiency are introduced, which affect the emergence of fiscal imbalances, and thus public debt. The basic idea for the establishment of fiscal and budget councils is the concept of Fiscal Governance, which can be divided into rules excepting to the councils. Numerical rules are currently a frequently used tool for assessing fiscal discipline. These rules are complemented by councils, which act as independent institutions. Due to the recent emergence, the practical part of the work analyses the Czech Fiscal Council regarding the foreign experience of independent fiscal and budget councils. Based on the results, it can be stated, that the Czech Fiscal Council does not deviate from the existing experience, on the contrary, it fits appropriately into this portfolio.

Case study of inclusion children with special educational needs in preschool

This bachelor thesis deals with inclusive education of disabled children in preliminary facilities. This process is hereby examined as a perspective of stakeholders of inclusive education. The main aim of the thesis is to clarify an attitude and opinion towards to inclusive policies of particular stakeholders and what are their chief interests and values. Meanwhile, together with respondents' statements it provides a view on the ways of how the inclusive politics is implementated. The first part elaborates mainly the theory of inclusive education, history of juristical changes and contemporary valid juristical adjustments of education for children with special needs, as well as a concept of actors of public policy together with the its implementation focused on teachers as street level bureaucracy. The core of the second part is an inclusive politics stakeholder analysis and their statements withdrawn from qualitative interviews using a case study design. The results of analysis summarize approaches, opinions, interests and values of a headmistress and teachers of a particular pre-school, as well as of teachers' assistents, parents and a pre-school founder. Czech apprenticeship at a crossroads

Diploma thesis "Czech apprenticeship at a crossroads" deals with the controversial topic of apprenticeship. Thesis is based on theoretical concepts of educational reproduction, positive functions of diversified educational systems, lifelong learning and problem delimitation in public policy. It brings the international perspective viewpoint and identifies strengths and weaknesses of different systems. Author looks into causes and consequences of negative phenomena while trying to understand different positions of employers and apprentices. Key areas are based on the delimited problem. These areas are: sole system of vocational education, which favors students with higher socioeconomic background; career guidance field, whose role in the process of decision making of students entering apprenticeship is small; the area of cooperation with social partners, which is crucial in enhancing the quality of apprenticeship. Author introduces possible ways of political change in these areas.
